Import Regulations in Pakistan

The imports that allowed into Pakistan under Government of Pakistan (GoP) specified rules include three types of items. The list of these goods is covered under the Tariff-based list published by the Central Board of Revenue. The restricted items list (hazardous material, medical equipment using radioactive material, etc.) is also published, and government permission is required to import under a strict regime. The prohibited items list is published in the Import Export Policy including hazardous waste (as described in Basle convention) and other items not allowed to be imported for religious, health or security reasons.

Documentation requirements are as follows: bills of lading, invoices, packing lists, certificates of origin, copies of letters of credit and insurance certificates.

Restricted items:
1) Virtually hazardous goods: Weapons, ammunition, instruments of war, explosives and radioactive products including isotopes for medical use require an import licence and/or surveillance.
2) Hazardous or undesirable products: Authorization required to import domestic or industrial wastes.
3) "Sensitive" or "dual purpose" products (high technology products) require an export permit, an import licence and final destination control.

Prohibited items for import:
The negative list includes: items banned for religious reasons (goods bearing words or inscriptions of a religious connotation), or security or luxury consumption reasons; capital and consumer goods banned to protect domestic industry; and intermediate goods used in producing protected goods; products and by-products of pigs/hogs/boars.
