Import Regulations in Iran

The import rules and regulations of Iran are rather complex and change often. Annually, the Iranian Ministry of Commerce publishes a new handbook of export and import rules and regulations containing, in table format, tariffs, taxes and duties on all categories of imported goods.

The imports must be registered with the Ministry of Commerce, from which a general import licence must be obtained. Also, in the majority of the cases, the importer requires the approval of the relevant ministry (e.g. Ministry of Health for pharmaceuticals).

There are three different categories of goods under the laws governing imports to Iran. They are goods with no restrictions (once the correct procedure is followed, there is no restriction on importing such goods); conditional goods (importation is subject to obtaining certain licenses from ministries or government organizations (e.g. food & medicine)); restricted goods (importation is prohibited (e.g. alcoholic beverages, ammunition)).
