Importing Regulations in Australia

First of all, there is no requirement for companies or individuals to hold an import license. But depending on the nature of the commodity, and despite the value, owners may need to get permits to facilitate clearance of goods.

The documents required are listed below.

Every shipper (excluding Australian and New Zealand citizens) is required to have a visa to gain entry and to import household goods shipments. You also would need a customs form B534 Unaccompanied Effects Form, which is required for all shipments to be imported.

If the shipper is not in the country, the agent can clear the shipment, provided the form B534 is complete and there are no dutiable items with the shipment.

The form B534 must be the original as completed by the client. Faxed or photocopied forms are not accepted at the Customs. A photocopy of each page of the client’s passport is also required.

The shipper should also complete an Authority to Act form to authorize clearance on their behalf.

If the good are self packed they require a list of contents from the owner.

A descriptive list (English) is required.

Receipts for goods not owned and used for at least 12 months.

Household goods and personal effects are allowed duty free, provided that they have been owned and used by the shipper for at least twelve (12) months prior to importation. The shipment may be cleared before the client arrives in the country provided that all of the necessary, correctly completed documents are in order.

Since 2002, the Australian Customs Service (ACS) has begun implementing a new cargo reporting and clearance system. Now the forwarders and importers are required to electronically report all incoming cargo to the ACS at least 24 hours prior to the Vessel or aircraft arrival at an Australian port. Such report must contain the name and residential address of the owner/receiver of the cargo. It is valid for this address to be shown as a hotel, serviced apartment or the contact address of a friend, relative or place of employment.
